It aims to show existing conditions of social welfare in Japan and other countries, and "to appeal the need for assistance towards disadvantaged people." It has an orbital period of "slightly less than 5 1/3 years so that it comes nearest to the Earth every 16 years." Its last perihelion (closest approach to the sun) was in 2006, and its next one will be in 2017.
